Procedure Statement
This procedure describes the process for seeking survey activity approval from Institutional Research and Planning (IRP) per the Survey Policy.
Definitions
杏吧原创 maintains a glossary of terms specific to the institution. The terms in use for this document are defined below.
- Assessment
- Is undertaken to inform decisions, clarify opinions, identify improvements, and provide information about programs, services and policies within the contextual boundaries of time, place, values, and politics.
- Conestoga Employee
- Any employee of Conestoga, whether employed full-time, part-time, or on a contract basis, and includes, but is not limited to, faculty, student researchers when compensated as employees, research staff, support staff and administrators.
- Conestoga Populations
- Applicants, students, alumni, donors, employees, employers, and partners who have direct affiliations with Conestoga.
- Research
- An undertaking intended to extend knowledge through a disciplined inquiry or systematic investigation.
- Student
- A person currently enrolled in studies at 杏吧原创, whether in a full-time, part-time or continuing education capacity.
- Survey Lead
- Any project member who has been assigned primary accountability for overseeing and administering all aspects of the survey process.
Responsibilities
Vice President, International & Academic Operations
- Delegate operational and administrative responsibilities, as specified below, to IRP.
- Supports dispute resolution when issues cannot be resolved between IRP and the Survey Lead.
Institutional Research and Planning (IRP)
- Oversight of the Conestoga-wide survey system and survey approval process to ensure compliance with Survey Policy.
- Support the Survey Lead including survey and sampling design, fieldwork scheduling, survey programming and execution, information on best practices in response rate improvement, and periodic survey-to-central system data linkage.
- Sole authority to generate or source samples (contact list of selected applicants and students) for surveys.
- Maintain two-way communication with the Conestoga Research Ethics Board and other relevant groups regarding survey scheduling and implementation.
- Develop and maintain an online, up-to-date, multi-year schedule of surveys.
- Provide access, training, and support for use of the Conestoga-wide survey system.
Alumni Experience
- Sole authority to generate samples (contact list of selected alumni or donors) for alumni or donor surveys.
- Sole responsibility for sending out survey invitations to alumni or donors to maintain compliance with communication preferences (such as do not call requests) and legislative requirements regarding electronic communications.
Survey Lead
- Ensure survey is conducted ethically, and survey responses are used as agreed to by respondents.
- Confidentiality of identifiable raw survey data is the responsibility of the Survey Lead.
- Collaboration with Risk Management to develop Privacy Impact Assessments is the responsibility of the Survey Lead.
Information Technology & Systems
- Provide installation and integration support for the Conestoga-wide survey system.
Procedure
- Institutional Research & Planning Survey Approval Form Submission
- Survey Leads must ensure they have received supervisory approvals as required by the survey type before seeking IRP approval.
- When seeking full approval, Survey Leads must complete an IRP Survey Approval form when prompted and return it to IRP.
- If Survey Leads do not receive a prompt to complete an Institutional Research & Planning Survey Approval, they must either use the Researcher Portal or contact IRP to find and complete an Institutional Research & Planning Survey Approval.
- Institutional Research & Planning Survey Approval Review
- IRP will review the survey and assess the following criteria:
- The availability of existing data that satisfies the research question(s).
- Whether planned surveys will contain the required data or can be used to gather the required data.
- The optimal timing of the survey to minimize disruptions to the survey schedule and stakeholders.
- Whether the survey will conflict with any one of the following high priority surveys:
- Ontario College Student Experience Survey
- Student Course Feedback survey
- Annual Student Feedback Survey
- KPI Graduate Outcomes and Satisfaction Survey
- KPI Employer Satisfaction Survey
- Any government mandated Conestoga-wide surveys
- The support requested from IRP and whether it can be delivered during the proposed survey period.
- The availability of existing data that satisfies the research question(s).
- IRP will inform the Survey Lead of the outcome of their review and may recommend changes to the proposed survey.
- If the review finds the survey impossible to accommodate, or the Survey Lead cannot make the recommended changes, IRP will reject the IRPSA.
- If the Survey Lead wishes to challenge the rejection of the IRPSA, they may submit a written appeal to the Vice President, Academic (VPA) stating their complaint.
- The VPA may conduct an inquiry at their discretion. Any outcome must be communicated to the Survey Lead.
- IRP will review the survey and assess the following criteria:
- Survey Delivery
- IRP will coordinate with relevant groups, as appropriate, to generate samples for target Conestoga populations.
- The Survey Lead, or their designate, will use the Conestoga-wide survey system, or agreed upon alternative, to program and administer a survey as per IRP approval.
- For surveys targeting alumni or donors, IRP will coordinate with the Advancement Office for survey distribution.
